Mauban eLearning Ville: Empowering Communities Through Digital Inclusion

In the heart of Mauban, Quezon, a visionary initiative quietly emerged in 2011, Mauban eLearningVille, the municipality’s very own Tech4Ed (Technology for Education, Employment, Entrepreneurs, and Economic Development) Center. Rooted in a public-private partnership, it stands as a beacon of digital opportunity, offering inclusive access to education, skills, and essential services.

Bridging the Digital Divide

Before its launch, digital access in Mauban was limited. Internet cafés were the norm, but they were often cluttered and not conducive to learning, serving more as gaming hubs than educational environments. The absence of structured training and reliable technology meant many residents, especially educators, barangay officials, and marginalized groups, were digitally underserved.

Mauban eLearningVille changed that. Equipped with computers, internet, and training facilities, the center became a designated ICT hub offering:

  • Digital literacy training
  • Co-working space for webinars and virtual meetings
  • Affordable and inclusive internet access

Building Skills and Opening Doors

The impact has been profound. Teachers received recognition and employment opportunities after completing digital training. One participant shared: “I had zero knowledge in using computer. I used it in my demo teaching, I got a perfect score of 10. Now I am a permanent secondary teacher.”

Even students tapped into the center’s resources:“Wala po kaming computer at Internet sa bahay. Sa eLearningVille, nakakagawa po ako ng mga research. Open ang eCenter from 8:00 AM to 9:00 PM.”

A Trusted Partner for Government and Education

Mauban eLearningVille extends beyond individual training. It has become a digital backbone for the local government to streamline essential services:

  • Encoding of over 1,000 applications for RSBSA (Registry System for Basic Sectors in Agriculture) for fisherfolk and farmers
  • Assistance during the pandemic by processing Social Amelioration Program (SAP) forms and APOR IDs for teachers
  • Support in generating municipal communications like brochures, emergency hotlines, and tarpaulins

Moreover, the center supports continuing education efforts through collaborations with the University of the Philippines Open University (UPOU), facilitating enrollment, exams, and ICT needs for scholarship recipients under the Teacher Development Program (TDP/eCEP4Mauban).
